An estimated 1,000 pieces of ancient artworks are stolen from Indian temples every year and shipped to the international market, according to Singapore-based Indian-origin shipping executive.

    "We are estimating about close to 10,000 major work of arts leaving India every decade," said S Vijay Kumar, who has been tracking the theft of venerable gods and goddess for 15 years. Some of these are as heavy as 15-16 tonnes.

Kumar has detailed the artwork theft in a book "The Idol Thief", which was launched in Singapore on Saturday.

"We have tracked some of the huge objects 15-16 tonnes sculptures, that have left the country by Ocean containers, declared as brassware and garden furniture," Kumar told PTI.

"Sadly, for a long time it has not been cared for," he said, pointing out that not many people realise the extent of the loot which is a targeted loot on an industry scale. Some stolen pieces are replicated without people realising it.

Industry scale loot means auction houses are sending their top executives to pick and choose art pieces while some are sharing the pictures on social media what can be sourced out of the Indian heritage, he explained. On selecting a specific artwork, the illegal process of acquiring it starts.

Kumar has legally checked and compiled his adventure of tracking looted Indian idols and artworks in the 225-page book of true events.

To escape tracking, routes for container shipment of huge sculptures are changed from Chennai, Mumbai, Kolkata and Hong Kong on to New York and London as well as other international destinations. Smaller pieces are being couriered, he said.

The US is the biggest market for these stolen pieces, followed by the UK and now it is moving to Australia, according to Kumar.

Tracking these stolen pieces is difficult in the border-less European Union where some countries like Germany are putting in tougher laws on protecting antiquity works.

Kumar has an 11-member team of volunteers and supported by some 200 spread across the globe, all working for free.

The chartered accountant from Tamil Nadu opens the book with a story on Subhash Kapoor, who is in Chennai jail for theft of idols from Indian Temples.

    American authorities have recovered stolen Indian art worth USD 100 million from arrested Kapoor's warehouses and galleries and named him "one of the most prolific commodities smugglers in the world".

Kumar said India needs a powerful law to protect its artwork.

Almost all stolen Indian artworks in the international market are without documents. There is no archive on most of the Indian artwork, regrets Kumar who has played a role in the arrest of many idol thieves and smugglers.

Among the prized stolen artwork are pieces from the Chola dynasty which witnessed the building of many elaborately carved stone temples all over Tamil Nadu from 850 CE to 1250 CE.

Giving a comparison, he said Italy was the front-runner in protecting its artwork with tough laws which has helped recover 378,000 pieces 2012 while India has rescued 27 pieces since 2012.

Worldwide thinking is changing with the onus being put on a buyer to prove that the genuine artwork is acquired legally.

Egypt, for one, is recovering stolen artwork by just pointing out the Egyptian origin, putting pressure on a buyer to proof it is a legal acquisition.

ஈரோடு அருகே வெள்ளோட்டில் பழமையான ராசா கோவில் உள்ளது. இந்து அறநிலையத்துறைக்கு சொந்தமான இந்த கோவிலில் உள்ள சாமி சிலைகளை கடந்த 2008–ம் ஆண்டு பாலாலயம் செய்து அங்குள்ள அறையில் வைக்கப்பட்டது. அதன்பிறகு பழைய கோவிலின் அருகிலேயே புதிதாக ராசா சாமி கோவில் கட்டப்பட்டு கடந்த 2016–ம் ஆண்டு அங்கு கும்பாபிஷேகம் நடைபெற்றது.

இந்த நிலையில், கடந்த மே மாதம் ஈரோட்டை சேர்ந்த பொன்.தீபங்கர் என்பவர் பழமையான ராசா சாமி கோவிலில் இருந்த 14 கற்சிலைகளை காணவில்லை என திருச்சி சிலை கடத்தல் தடுப்பு பிரிவில் ஒரு புகார் மனு கொடுத்திருந்தார். அந்த மனு மீது போலீசார் வழக்கு பதிவு செய்து விசாரணை நடத்தி வந்தனர். மேலும், காணாமல் போன சிலைகளை கண்டுபிடித்து அந்த சிலைகளை கும்பகோணம் தனி நீதிமன்றத்தில் ஒப்படைக்க நீதிபதிகள் உத்தரவிட்டனர்.

அதன்படி கடந்த 6–ம் தேதி சிலை கடத்தல் தடுப்பு பிரிவு போலீசார் வெள்ளோட்டில் உள்ள பழைய ராசா சாமி கோவிலில் ஆய்வு நடத்தினார்கள். அப்போது அங்குள்ள ஒரு அறையில் 4 சிலைகளும், வெளியில் உள்ள கோவிலில் 2 சிலைகளும், புதிய கோவிலுக்குள் 8 சிலைகள் உட்பட 14 கற்சிலைகள் இருப்பதை உறுதி செய்தனர். அதைத்தொடர்ந்து அந்த சிலைகளை எடுத்து செல்வதாக கோவில் நிர்வாகிகளிடம் போலீசார் தெரிவித்தனர். அப்போது, சாமி சிலைகளை பாலாலயம் செய்து தருவதாகவும், இதற்கு 15 நாட்கள் அவகாசம் வேண்டும் என்றும் கேட்டனர். இதனை ஏற்றுக்கொண்ட போலீசார் திரும்பி சென்றனர். அதன்பிறகு கடந்த 22–ந் தேதி இரவு சாமிகளுக்கு பாலாலயம் நடந்தது. அன்று இரவு அங்கு வந்த போலீசார் சிலைகளை எடுக்கவில்லை.

இந்த நிலையில், நேற்று காலை திருச்சி சிலை கடத்தல் தடுப்பு பிரிவு துணை போலீஸ் சூப்பிரண்டு சந்திரசேகரன் தலைமையில், இன்ஸ்பெக்டர் அண்ணாத்துரை உட்பட 10 போலீசார் வெள்ளோடு புதிய ராசா கோவிலுக்கு வந்தனர். காலை 10.45 மணியளவில் ஸ்தபதி ஒருவரின் உதவியுடன் சிலைகளை அகற்றும் பணியில் ஈடுபட்டனர். முதலில் மசிரி அம்மன் சிலையை அகற்றியதுடன் தொடர்ந்து பெரியண்ணசாமி, கோவில் ஆத்தா–அய்யன், கன்னிமார், உச்சிகுமாரசாமி ஆகிய சிலைகளும், ராசா சாமிக்கு முன்பாக வலதுபுறம் உள்ள அனுக்ஞா கணபதி, இடது புறம் உள்ள சார்க்கணன் ஆகிய சிலைகளும், கோவிலுக்கு வெளியே உள்ள சாம்புவன் சிலை உட்பட 8 சிலைகள் அகற்றப்பட்டன.

அகற்றப்பட்ட இந்த சிலைகளை உயர–அகல அளவு மற்றும் எடை சரிபார்க்கப்பட்டு பத்திரமாக கும்பகோணம் கொண்டு செல்ல ஒரு ஆட்டோவில் ஏற்றப்பட்டது. இதுகுறித்து சிலை கடத்தல் தடுப்பு பிரிவு துணை போலீஸ் சூப்பிரண்டு சந்திரசேகரன், தினத்தந்தி நிருபருக்கு பேட்டி அளித்தார்.

அப்போது அவர் கூறியதாவது:–

14 கற்சிலைகள் மாயமானதாக புகாரில் உள்ளது. ஆனால் இந்து அறநிலையத்துறைக்கு சொந்தமான பழைய கோவிலில் உள்ள அறையில் 4 சிலைகளும், வெளியில் உள்ள மற்றொரு கோவிலில் 2 சிலைகளும் தொடர்ந்து அறநிலையத்துறை கட்டுப்பாட்டிலேயே உள்ளதால் அதனை நாங்கள் அகற்றவில்லை. மீதமுள்ள 8 சிலைகளை மட்டும் புதிய கோவிலில் இருந்து அகற்றி எடுத்துள்ளோம். இந்த சிலைகளை கும்பகோணம் தனி நீதிமன்றத்தில் ஒப்படைத்து விட்டு அதன்பிறகு கும்பகோணத்தில் உள்ள சிலைகள் பாதுகாப்பு மையத்தில் வைக்கப்படும்.

இவ்வாறு அவர் கூறினார்.

நேற்று புவுர்ணமி தினமாக இருந்ததால் புதிய ராசா சாமி கோவிலுக்கு நூற்றுக்கணக்கான பக்தர்கள் சாமி தரிசனம் செய்ய வந்திருந்தனர். அப்போது போலீசார் சிலைகளை அகற்றி கொண்டிருப்பதை கூட கவனிக்காமல் பயபக்தியுடன் சாமி கும்பிட்டு விட்டு சென்றனர்.

சென்னை: டிவிஎஸ் குழும தலைவர் வேணு சீனிவாசனை 6 வாரங்களுக்கு கைது செய்யமாட்டோம் என்று காவல்துறை நீதிமன்றத்தில் தெரிவித்துள்ளது.

தமிழகத்தில் உள்ள பழமையான கோவில்களை புனரமைக்கும் பணிகளை, டிவிஎஸ் குழுமம் நீண்ட காலமாக மேற்கொண்டு வருகிறது. இந்நிலையில் கடந்த 2004ஆம் ஆண்டு மயிலாப்பூர் கபாலீஸ்வரர் கோவில் புனரமைப்பின் போது, முறைகேடு நடந்ததாகவும், அங்கிருந்த கோவில் சிலைகள், புராதன பொருட்கள் காணாமல் போனதாக மயிலாப்பூர் போலீசார் வழக்குப்பதிவு செய்துள்ளனர்.

இந்த சூழலில் டிவிஎஸ் குழும தலைவர் வேணு சீனிவாசன் முன் ஜாமீன் கேட்டு சென்னை உயர்நீதிமன்றத்தில் மனுதாக்கல் செய்திருந்தார். அதில், தனக்கும் இந்த வழக்குக்கும் சம்பந்தமில்லை என்றும், 2004ல் கோவில் புனரமைப்பு நடந்த போது, அறப்பணிகள் குழு உறுப்பினராக தான் சேர்க்கப்பட்டதாகவும், தனது சொந்த செலவில் ரூ.70 லட்சத்தில் வர்ணம் பூசுதல் உள்ளிட்ட பணிகளை மேற்கொண்டதாக குறிப்பிட்டுள்ளார்.

2015ல் ஸ்ரீரங்கம் கோவில் நிர்வாக அறங்காவலராக ரூ.25 கோடிக்கு திருப்பணிகள் செய்திருப்பதாக கூறினார். தமிழ்நாடு, கேரளா, கர்நாடகா உள்ளிட்ட மாநிலங்களில் 100க்கும் மேற்பட்ட கோவில்களில் திருப்பணிகள் செய்து வருவதாக தெரிவித்தார்.

Idol Wing police has registered a false case; demand release of panel members

Stating that the Idol Wing police had registered a false case that idols were stolen from Rasa Kovil in Vellode in which two persons were arrested, members of the temple management committee and devotees in large numbers submitted petition to District Collector S. Prabhakar here on Thursday.
In their petition, members of Thenmugam Vellode Sathandai Kulam Rasa Swamy Narpani Mandram, said that over 10,000 people belongs to “Sathandai Koottam” of the Kongu Vellalar Gounder community and were offering prayers at the temple. In 1987, kumbabishekam was conducted and the stone idols were installed and prayers were offered. Later, the temple was taken control by the Hindu Religious and Charitable Endowment Department and later it was converted as scheme temple in 1991.
A committee was formed that administered the temple. Since, the temple was in a dilapidated state, a land was purchased near the temple and was handed over to the HR and CE Department on March 19, 2010. After obtaining the permission from the government, a temple was constructed and kumbabishekam was done on January 21, 2016. While the stone idols were kept in the new temple, the damaged idols continue to be in the old temple under the control of the department.
But, recently, based on a complaint lodged by a non-member of their “Koottam”, the police registered a case and arrested two persons of the committee. The petition said that no inquiry was conducted and case was registered. They urged the district administration to conduct proper inquiry and release the two persons.

Idol Wing - Economic Offenses Wing

    Idol theft cases were investigated by a small team of officials in CB-CID till the year 1980. During the year 1980 there was a sudden increase in thefts of Panchaloga idols. The thefts of such idols from the temples affected the sentiments of the local people. A proposal was initiated by the Director-General of Police to re-organize the strength allotted for investigating the idol theft cases. The Government accepted the proposal, constituted Idol Wing CID Vide G.O.Ms.No.2098 Home (Police IV) Dept Dt. 7.10.1983, with 1 SP, 1 DSP, 5 Inspectors, 3 SIs, 4 HCs, 3 Gr.I PCs and 13 Gr.II PCs. The unit functions from the Head Quarters, Chennai.

          In the year 2000, CB-CID was bifurcated and Idol Wing was brought under the control of Economic Offences Wing in accordance with the order issued in the Chief Office Proceedings Rc.No.RAI (2)/273552/98 dt.30.12.1999.

          At present Idol Wing CID is headed by DIG-Idol Wing and assisted by one DSP and 5 Inspectors of Police.

Primary functions of the Idol Wing CID

• To investigate cases of theft of idols and antiques exceeding value of Rs.5 Lakhs.
• To investigate idol theft cases referred to it by the State Government.
• To co-ordinate in the investigation of important idol theft cases handled by the District Police
• Collection of intelligence on nefarious activities of antique dealers and art collectors.

The Antiquities And Art Treasures ACT, 1972

          This Act is enacted to regulate the export trade in antiquities and art treasures, to prevent smuggling of and fraudulent dealings in antiquities.

Important Sections

Section 2 (1) – ‘Antiquities’ - which have been in existence for not less than 100 years Viz.,
            a. Sculptures in stone, terracotta, metals, ivory.
            b. Painting in paper, wood, cloth, skin etc
            c. Manuscripts

Section.3: It is unlawful for any person, other than the Central Government or any authority authorized by Central Government to export antiquity or art treasure.

Section.5: Antiquities to be sold only under a licence.

Section.14: Any person who owns controls or is in possession of any antiquity shall register the same before the registering officer and should obtain a certificate.

Section.25 : If any person exports or attempts to export any antiquity or art treasure is liable for punishment for a term not less than 3 months which may extend to 3 years and with fine.
